Bishop Seeks to Strengthen Lay Involvement at Grassroots

Bishop Luisito Occiano of Virac has reaffirmed his commitment to increasing lay participation in Church life, particularly at the grassroots level, as part of the diocese’s ongoing synodal journey.

Speaking at the conclusion of the Diocesan Congress on Synodality on March 14 at the Catanduanes State University auditorium, Bishop Occiano emphasized the need for deeper engagement from the faithful in shaping the Church’s mission.

“As your bishop, I am committed to fostering growth at the grassroots level, guided by the Tria Munera of Christ,” he said, referring to Christ’s threefold mission as priest, prophet, and king.

The congress gathered delegates from various parishes and sectors across the diocese to discuss how synodality—rooted in communion, participation, and mission—can strengthen local Church communities.

Prior to the event, the diocese conducted a survey to assess lay participation in Church activities. The findings were further analyzed through focus group discussions led by research experts. These insights were then entrusted to the diocesan pastoral council for integration into a comprehensive five-year pastoral plan.

“The results of this survey, reflected and deliberated upon by the congress delegates, identified key priorities that will serve as the foundation of our five-year diocesan pastoral plan,” Bishop Occiano stated.

In his keynote address, he called on the faithful to continue embracing their role in the Church’s mission, ensuring that synodality remains a lived experience in parish communities.

“May we continue to walk together as a people of God, united in our pursuit of holiness, justice, and peace,” he said.
